Any body of water, such as a pond, can easily have ducks, peacocks, and other kinds of birds, and will have feathers littering the ground in varying states. Some can be used, while some can't. If it's hunting season, you can ask the hunter for the feathers.

Or, you can use feather boas, being mindful of how some of them can easily shed like mad, lending to the humor of losing feathers while you flap.

Horsehair can sometimes be found at horse ranches. Depending on where you go, craft and tack shops may have it as well.

I have received a wholesale feather catalog some time back from a place called Hollywood Fancy Feather Co. Their catalog didn't strike me as being to expansive but they do carry 'basic' types of feathers in lots of different colors.

Another interesting supplier is Rainbow Feathers: he can custom-dye feather boas to order! He's one of only two or three in the nation who does this, and it only takes a couple of days and costs the same as boas purchased elsewhere!

b.mai: If you want a detailed description of how to attach feathers, and you have access to the fantasy list, talk to Pierre Pettinger. He has a lot of knowledge in that area. Basically, you just drive a needle through the center of your quill and sew that puppy down.
